What we have, and what we do not

Legal and tax status

Enfiaré Inc. is a California nonprofit public benefit corporation, Entity No. 5436076, EIN 93‑3264598. Our Restated Articles were approved by the California Secretary of State on July 6, 2026.

We have not filed Form 1023. The application is in preparation and is held for pro bono counsel review. We hold no federal recognition of exemption, we hold no California Franchise Tax Board exemption, and contributions to Enfiaré are not tax‑deductible. We do not operate a donation page, and we will not open one before the determination letter is in hand.

The people

Three directors: Austin "Kaz" Zappas as Founder and Board Chair, Gavin O'Connor as Secretary, David Dautel as Chief Financial Officer and Treasurer. There are no paid staff. There are no employees, no contractors on retainer, and no office beyond a desk. The founder works on disability income and has funded most of what exists out of pocket.

Money

Enfiaré has no audited financial history, because it has never had enough activity to audit. Revenue to date comes from apparel sales through the Kazumizi shop and from the founder's own contributions. We have received no grants. We hold no restricted funds for anyone and we are not able to, which is a legal fact rather than a policy choice.

We are also ineligible to apply for federal Continuum of Care funding this year. That program limits nonprofit applicants to organizations holding 501(c)(3) status with the IRS. We say so plainly because it matters to the organizations who do apply: we are not at that table, and we will not be competing for the direct‑service dollars our neighbors depend on.

Which programs are delivery, and which are design

This is the section most likely to be misread if we wrote it loosely, so it is a list rather than a paragraph.

THRESHOLD, the resource atlas. Working prototype. Twenty‑five records covering Contra Costa County, and each record now shows how it was checked and when. As of August 1, six organizations are checked against their own websites with the source linked on the record; the rest say listed and mean it. Running that check found a real error the same day: our St. Vincent de Paul record was routing people to a retail thrift store, and it now points to their assistance campus in Pittsburg, taken from their own site. Nothing is confirmed by phone yet, the automated weekly re‑check is not running yet, and map markers still drift on zoom.

The crisis resources on Get Help. Delivery. Live, verified, and written as plain HTML so they work if scripts fail. This is the one thing on the site we consider finished.

SAGE, the knowledge engine. In development. Not public, not connected to anything a visitor touches.

SAVIE, the care‑navigation guide. Design. No preview has shipped. It has never spoken to a member of the public and it will never be an emergency service.

SALT, the transforming habitat. Design only. Nothing has been built. No prototype, no fabrication, no site.

FAME, frontline mentorship. Design. The founder is in training toward peer support and alcohol and drug counseling certification. No program is operating.

The policy library. Partial. We hold roughly fifty bill outlines in draft. One is published: the DOOR to Housing Act, with its case document and a model state act. Until more are published, treat the number fifty as a description of our drafts rather than of our public record.

What we publish, and how we correct it

Every statistic we publish carries a source and a date. When we get something wrong, we correct it where the error appeared rather than quietly editing it away. We have already had to do this: a white paper we published in July described a federal funding change inaccurately, and we withdrew it for revision rather than leave it standing.

We attribute contested claims to whoever is making them. On the current federal argument about Housing First, we carry the substance in our own words and we tell you where the fight is, instead of handing you one side's language as settled fact.

What this page is for

If you are deciding whether to work with us, this is the page to read first. Our writing has run ahead of our receipts, and we know it. The honest version of Enfiaré right now is a small organization with good instruments in progress, one finished thing that helps people at two in the morning, and a founder doing the work while waiting on a determination letter.
